Emergency, Governor Rule Imposed in KP

ISLAMABAD: The federal government on Sunday imposed an emergency and governor’s rule in Khyber Pakhtunkhwa following President Asif Ali Zardari’s approval of the federal cabinet’s recommendations, according to a report published by Dawn.

The measures have been approved under Articles 232 and 234 of the Constitution, the President House said.

The decision came during an emergency meeting of the federal cabinet chaired by Prime Minister Shehbaz Sharif, where the prime minister was briefed on the province’s security situation.

According to a statement issued by the Prime Minister’s Office, cabinet members reviewed the situation and expressed concern over what the government described as the provincial government’s deliberate disengagement from the fight against terrorism.

In view of the gravity of the situation, the cabinet recommended that the prime minister advise the president to exercise his constitutional powers to impose emergency measures in the province.

Article 232 of the Constitution provides for the declaration of an emergency in circumstances involving serious threats to national security, including internal disturbances beyond a provincial government’s capacity to control. Article 234 deals with the failure of constitutional machinery in a province and provides the framework for governor’s rule.

Further details regarding the implementation and administrative implications of the measures are expected to emerge as the situation develops.
